HOW TO SEIZE POWER
The handbook is for the revolutionary-beginner)
It is devoted to fighters for civil rights, freedom
and democracy.
The
present handbook is written for young and ambitious people with unfinished
higher education, who are eager to seize power and become the leader in a short
time. It is not necessary to think, that the program given here is described in
details and according to schedule. I offer only a strategy. The tactical
decision depends on a place, time and situation. Everyone, according to the
strategy stated here, should develop tactics and the plan of seizing the power.
The one whose tactics shows the best correlation with the conditions and time
will win.
If
you, having read my handbook, have some doubt in success, stand aside off the
revolution. You are a fraer, instead of the revolutionary. Only resolute, firm,
capable of all robespierres can realize my
recommendations. I address to such
persons: Start! The success is guaranteed to you!
It
is not necessary to consider my handbook too narrowly. In spite of the fact
that it is intended for revolutionaries, it is useful for everyone to
familiarize with it. May be one fine day you will want to overthrow the
government and become the dictator. And do you know how to make it? Even if you
are not going to overthrow anybody - well, and it is not necessary, - all the
same it is useful to learn, how it is made. Additional knowledge is not a
burden in a way. You will be radiant with the erudition before girls.

So,
this is my first and the most
important advice. All your revolutionary activity should occur within
the limits of laws existing in the state. As soon as you have broken the law,
you will turn from the revolutionary-beginner into criminal-beginner, find yourself
in prison and spend the best years of your life there. But how is it possible
to seize power and not to break laws? Laws should be broken and destroyed, but
you should not do it. Let fraers do it. I shall turn back
to this question later, for now once again I advise to respect laws.
There are two ways for seizure of power: the
armed coup d'etat and a quiet "democratic revolution". Revolutions have already been written about (read
Machiavelli), and there is no point in repeating. I am against revolutions. A
revolution from the very beginning results in a crime. And if a revolution will
fail? And if a plot will be opened? What will be then? - Then it will be a
death penalty. The death penalty is injurious to health.
The
way offered by me is not connected with risk for health, it is absolutely safe,
fast and widely available. I will not be proofless: Nelson Mandela in Southern
Africa has stayed 20 years in prison. He has broken the law. Lenin in Russia
needed only half a year to seize power. Well, and what about Humeini
in Iran? - It is not at all more. My method has one demerit - it is
applicable only in the democratic country. Don't be upset, choose the suitable
democratic country, and declare yourself the internationalist and start.
What
does «the suitable democratic country» mean? And is there unsuitable? - No. All
are suitable. The question is how much time is required for seizure of power.
The countries where the considerable part of the population has big fertility
and small intelligence are more suitable. Such part of the population is referred
in Russian to as "chern". In Italian it is "chompy".
Just this part of the population with big needs and marginal abilities will
support you. Now, unfortunately, the quantity of such countries is reducing. In
Africa the dictators have already divided the entire continent, but the
republic of South Africa has still remained (South African republic). In Asia
it's just the same. The most suitable continent is America, especially Northern
America and the USA. In Oceania Israel is more suitable. Europe has not enough rabbles.
There is a lot of intelligentsia there, however it is timorous
and prefers to throw words around and philosophize, than to battle on
barricades. Nevertheless, it is not necessary to ignore intelligentsia. Every
fraer should be used by his potential and
abilities.
The
seizure of power consists of two stages: the first stage is a preparatory one.
Its aim is to weaken the government, make it incapable to resist your seizure
of power. The second stage is struggle for power and its seizure. There is no
accurate division between the stages; the first one gradually passes to the
second. The German general Charles Klauzevits (died of a cholera in 1831) has told,
that war (civil - R.R.) - is a continuation of the policy, only by other
methods. This general, - damn him, - has neatly defined both stages heading
towards power.
My
second advice is: start the first
stage.
I
shall explain the main principles of realization of the first stage. It is
necessary to deprive the government of its power, its capability by the
democratic way and then this power will be in your hands.
The
first stage is made up of the following elements:
1.
Transformation of democracy into anarchy.
2.
Demoralization of army, police and security service.
3.
Disorder of the national economy.
4.
Transformation of all citizens into criminals resisting authority and
struggling with them.
All
these items will consist of two stages, one of which dialectically changes into
another: spiritual into physical. Some people name the first stage « an ideological
propaganda». I shall name it more shortly "provocation" or
"instigation". You provoke and incite masses until they start to
carry out your ideas. Only after realization of all items of the first stage it
is necessary to start the second. I emphasize: the first stage is extremely
important, than the second one and its realization influences the success of
the whole affair[L1].
Everything,
that will be told further, properly is the disclosing and the explanation
listed above, sometimes with practical advices.
I
shall start with the explanation. Our ancestors knew very well, that democratic
power can be abolished and the dictatorship established.
When this or that republic was created, various limitations with only one
purpose - to prevent the seizure of power and to establish the dictatorship,
were made in its constitution. There were limitations on age, property,
education... In general, there were limitations. If not all but the majority of
these limitations has disappeared today. It is regarded as a merit to various
fighters for justice, civil rights, equality and democracy.
My
advice is: head these fighters. Create your political
party. Demand freedom and democracy! Demand the changing of the constitution.
Today children can read and write at 6 years old. Children are your future.
Demand the universal suffrage for those who have reached 16. Who will be
against your offer, name "reactionaries", "conservatives"
and "revisionists". Accuse them of aspiration for seizure of power.
The
best way of creation of own party is a split. Grab something
from any party to yourself. Accuse those who have not joined to you of
changing to the Party course and that they are renegades (say this word as
"degenerates") and expel them from the party.
My
advice is: create the image of «the positive hero» to yourself. What does the
positive hero mean? - You are entirely in the struggle for freedom and
democracy, for social justice. Everyday pleasures and joys are alien to you as
you do not have time for them. (Don't be frightened, it's only an image. All
well-known revolutionaries were ill with syphilis.)
So,
begin with clothes. Dress yourselves modestly, as a priest, as Dzhesi Jackson
or it's better to put on something resembling military uniform as Jaser
Arafat's or Joseph Stalin's.
Thoroughly
avoid loud clothes. If you dress yourself as a cock you will be taken for an
ordinary Negro, instead of the leader of the revolution.
Don't
laugh! If you laugh at my advice, the hell with you; but, if you will be seen
laughing on TV, - it is the end of you. A maximum, that you can presume is: а)a
satirical smile (as Mrs.Iosi Sarida, a member of the Knesset
has) - for enemies, 6) a sad smile (as Madam Ory Namir, an antimember of the Knesset
has) - for friends.
Having
finished with appearance, we shall advert to interiors. You should show your
friends and companions, that you the leader, fuhrer, duce, that you have an
iron hand and only you represent people and can carry out its expectations and
hopes.
My
advice is: begin struggle against censorship (even if there is
no). Demand a freedom of the press. Your slogan is - «Citizens have the right
to know! » Shout everywhere that authority prevent and try to avert... In this
struggle against censorship (even if there is no) you will get the support and
sympathies of journalists, actors and the broad sections of intelligentsia. The
support will be very useful to you. Only with their help you can achieve
absolute anarchy in the country. It is natural, that there will be religious
circles which will oppose to pornography.
Do not contact with them, leave them to liberal intelligentsia.
Here
is a model of your struggle. Start with a gain of popularity. Your best
assistant in this business is mass media (mass-media). Give them a sensation!
Many begin with pornographic pictures or plays. These are pitiful attempts.
Others follow the way of terror and capture of hostages. I do not argue about
it, it is an excellent sensation; the mass-media love such events very much. However,
I warned: do not follow the way of crimes, let others do it. There are things
that are less sensational, but no less effective. For example, take out from
archive or write any anti-Semitic play. It would be a good thing to appear with
it at the festival in Edinburgh (Scotland). It's clear that Jews will make a
noise. That's all; you have reached your purpose!
Shout
about that that there is no freedom of creation and freedom of speech. Calm Jews,
tell them, that you are the Jew or, even, your grandmother is the Jewess. Now
you will get the support from all progressive forces.
Here
is another model. I have already spoken that demoralization of army and police
is one of the pivotal problems of the revolutionary struggle. Write yourself or
ask friends to write the satirical play, in which our (or your) soldiers are
represented as marauders, and the opponent is unfortunate and nice. Press for
the staging of the play even by a school hobby group or at the festival
in Akko (Israel). After the performance organize
the demonstration in maintenance of writers and actors against hurrah -
patriots (even if hurrah - patriots have told nothing). On the other day accuse
police of beating demonstrators (even if nobody was beaten), suppression of
freedom of speech and demonstrations. Demand investigation and grants to
theatre, do demand... You have the right to demand and your duty is to demand!
So
in order that the play will make a success, let it be more jokes
from the American comedy films. Pornographic gestures of actors, their
hysterical cries, as well as soldier's jokes, will cause positive responses of
progressive criticism. Remember, you need the scandal not a talent.
I
spoke about freedom of speech, about complete abolition of censorship. Well,
and what about opponents and enemies? It is obvious, that there will be such
people. What must you do? - To give them to express themselves freely?
- God forbid! Jump down their throat!
Accuse them of meddling in private life, an encroachment on …, propaganda of
racism and fascism!
My
advice is: organize boycott of your opponents by
mass-media. Journalists do not meet your opponents, do not interview them and
do not write anything about them. The organization of boycott is simple: accuse
your opponents of fascism, racism and revisionism... Address to journalists
with an appeal to boycott fascists, reactionaries... There is no doubt, that
your appeal, the appeal of the progressive fighter for freedom and democracy,
the appeal of the fighter against fascism, racism, etc. will meet the support
of the broad sections of the progressive public.
Address
to the Minister of Education with the request to forbid fascists to appear at
universities, schools and kindergartens. Explain him that the young generation
needs to be brought up in a humane climate of contempt for enemies of progress.
Here
is another advice.
Demand an abolition of a death penalty. It looks very humanely and modern.
Remember, the death penalty is injurious to health! To achieve an abolition of
a death penalty means to make life insurance. And if on a way to power you have
gone wrong and have failed? - Here the insurance will be useful. And if there
is no death penalty, if it has already abolished? Do not despair; there always
will be such persons which will demand the introduction of a death penalty.
Attack them. Remember, you should have an image of the humanist.
My
advice is: disorganize family. Children are your future! It is
necessary to pull out them from under noxious influence of parents. Half of population
of the country is children, they are your army. Those, who have reached 7 years,
can throw stones and who has reached 14, can carry a submachine-gun. Those, who
have reached 16 years, can become a commissioner. Children are very suitable
for disorder and demoralization of authority. On the one hand they easily
follow the road of anarchy and infringement of laws. On the other hand the
struggle against them causes anger of parents, laughter of opposition and
indignation of all progressive public. Demoralization of army can be begun at
school. Let the Minister of Education under your initiative circularize to
schools. The matter of the circular will be obvious from the further. It is
necessary to inculcate in our - your future soldiers a feeling of hatred for
fascism (that is to your enemies).
So,
begin the struggle for rights of women. It is the best way to put an end to
family. Use the word "emancipation". The intelligentsia likes such
words very much. A couple of feminists will help you theoretically with
pleasure. Do not forget about female bodies and organizations. Do not neglect
prostitutes. Their scouting and police functions can be essentially expanded.
If Caligula has dragged a horse in the Senate, if Italians
have dragged Chicholina in the Parliament, what prevents you to stake on «the
business woman», such as Pnina Rosenblum or Anat Maor, a
member of Knesset? For the intimate purposes I recommend film actresses with
suitable ideology: Eva Brown, Melina Mercury,
and Vudy Alan... The ideology of a film actress is very important. The deserted
woman will take revenge on you and will publish memoirs with confidential and
intimate details of your life. A film actress with ideology will never begin it;
as such statement is equal to suicide for her. So, cherchez la femme!
My
advice is: the best way for establishing of anarchy is to
divide the population according to various characteristics, and then set them
on to fight. The best division is according to nationality, then to religion.
Otherwise divide a society according to classes.
Declare yourself the fighter for rights of peoples,
for equality and against racism. Name your opponents racists, colonizers,
imperialists, etc. Do not hurry up to declare, for rights of what people, or
what class you struggle. Everything depends on what people or a class is ready
to struggle for your interests against authority.
Only
when such readiness will be found out, proclaim yourself the fighter for rights
of Lilliputians or Gullivers.
Here
is the concrete example of your activity. Recollect, I advised to declare, that
you the Jew or even partly the Jew. Now you are the Jew, the internationalist
struggling for the rights of Arabian people. Why Arabian, instead of Jewish? -
Because you cannot rely on Jews, they do not want to struggle against the
Israel government. Arabs will struggle with pleasure. So, "DIVIDE ЕТ IMPERA". You do not dominate yet, but start to
divide.
If
you are ready to limit the dictatorial vanity only by a part of territory of
the country then I advise you to think of struggle for independence. Proclaim
yourself the fighter against colonialism and imperialism and demand
independence. If we return again to our concrete example, then you should turn
from the Jew to the Palestinian and demand independence for «people of
Palestine». I want to notice, that nothing is changed except your
"nationality".
I
advise to look narrowly at those who like you, show activity and shouts much
about freedom and democracy. My handbook is written popularly and is for the
broad sections of half-educated intelligentsia. It is possible, that someone
else (for example, Dedi Tsuker, a member of Knesset) has decided to use my
advice and like you climbs to power. Make a coalition with him. Remember,
however, that there is no place for two on a throne. Analyze the history and
you will see that the way to a throne is covered with corpses of competitors,
instead of opponents. In a convenient moment get the competitor out of the way
and accuse your enemies, authorities, etc. of it.
DEMORALIZATION
OF ARMY AND POLICE.
This
item is so important, that I have especially emphasized it. Try, as it is
possible to accuse police of infringement of the civil rights, the exaggerated
application of force, infringement of laws, connivance to criminals, etc. It is necessary to add bribes, especially
«sexual bribes» to this list. Everyone adore sex, is interested in it very much
and that's why your accusations will be printed in huge letters by press.
Demand
investigation, inquiries, discussions... Remember, if it will be turned out,
that there was nothing that all your accusations are not worth a hill of beans,
you have already won.
First
of all, there were sensations. Secondly, the press tries not to publish
refutations. Thirdly, the police cannot work calm any more. The sword of
Damocles of investigations hangs above its head. If each policeman knows, that
he will be dragged for interrogations and investigations, then next time he
will try to see, hear and know nothing. Such position will weaken power, give
rise to anarchy and cause animosity of citizens against government.-It's
just what you need.
Demoralization
of army and security service is necessary for you for two reasons:
1. Each general and even a lieutenant can use military
force and seize power. The army is your main competitor.
2. The army and security service is that force which the
government will use against you as soon as you try to seize power.
The
methods for demoralization of army and security service are the same, as
against police if they carry out police functions. However, there are some
features.
So,
for the beginning it is necessary to proclaim, that you are the pacifist (a
very beautiful word) and the fighter for piece and friendship between peoples.
Organize demonstrations against star war and nuclear weapon, for cleanliness of
ecology and reduction of the military budget.
Declare
that you are the Patriot. And this word should be written with the capital
letter. Explain to soldiers, that they are not cannon fodder, that they have
heads and the right to know and argue. Explain to soldiers, that orders of
commanders are at variance with human morals and traditions of army, inhuman
and do not correspond to the international norms. Speak as much as possible
about «cleanliness of the weapon », about soldier's conscience and humanity.
Call soldiers for refusal of performance of the certain functions. For example,
to be an invader is a shame, to serve abroad is to be an agent of imperialism.
Set
various pacifistic organizations against soldiers. I recommend establishing
some of them. There are some possible names of such organizations: «Mothers
(wives, sisters, widows...) of soldiers against war», «the Union of reserve
officers against the nuclear weapon (star war...) », «Oil instead of guns! »,
«the Union of deserters - pacifists».
Let
all these mothers and officers publish letters in newspapers and accuse the
government of aggression, atrocities, infringements of ethics and norms,
traditions and morals. It would be quite good to organize the publication of
soldiers'informations against officers and on the contrary the publications of
stories in newspapers about the brutal treatment with captives, natives,
guerrillas, etc.
If
you managed to achieve fraternization of soldiers with the enemy
you can take this success as referring to yourself, but it's not all
yet. It is necessary to achieve the UTTER
disorder of army. I have already marked, that for the success of the
revolution it is necessary to turn all citizens into criminals. The best
criminal is the deserter. The deserter, who ran away with a rifle, is your
soldier. Your army is the army of criminals.
Search stimuli for desertion. Here are some of them which operate
perfectly.
ﾷ During
war hinder soldiers’ sending to front. You need them in rear for fulfillment of
strategic plans.
ﾷ Marauding. Burdened with
loot, the soldier should be freed from military service to engage in commerce.
It is necessary to justify soldiers - marauders and shift the blame on the
government: soldiers are paid little,
are fed badly, soldiers have got tired of military adventures of the government,
etc. that is according to a situation.
ﾷ Organize reforms and
distribution of lands, properties or something else. Interested in rumors and
letters from home, a soldier will abandon army and run home to seize his share.
Till
now I spoke about demoralization of army and police, so to say, by improvised
means. But never forget, that there are international organizations which
always will be glad to help to you. Here are some of them: UNO (United Nations Organization), the Red
Cross, Amnesty International. Demand, that these organizations visit prisons
and investigate crimes of the government. All your deserters and marauders are
political prisoners as they are fighters for piece and did not want to be at
war, as they plundered not for themselves but for people.
I do
not doubt that there will be hurrah - patriots who will speak about «stab in
the back», «risk of the country», etc. It must be admitted, that they are
right, as under conditions of anarchy and disorder of army there will be neighboring
countries which will want to take advantage of fruits of your work. For this
reason I advise you not to lose vigilance. Neighbors are necessary for you as
assistants, instead of competitors.
HOW TO DESTROY
THE ECONOMY OF THE COUNTRY
This
item is also very important. To tell the truth, all my recommendations are
important and there is nothing to ignore.
None
government is capable to function without money, without budget. It is
impossible to support police and army without money. The government is not able to keep the peace
and order in the country without money. The economic anarchy exasperates
citizens and stimulates their desire to strong and powerful authority. It's
just that that coincides with your desires.
Your
main ally in the disorder of the economy is trade unions. Trade unions will
support you not only orally, but also by actions. What a nice symbiosis you
will have!
So,
provoke as usual. Start with the requirements of increasing in wages,
shortening of duration of the working day and improvement the conditions of
work. These requirements are quite natural and modern. However it's only the
beginning. Your chief aim is strikes and paralization
of economic life. To achieve it, do not stop your demands; do not rest
on your laurels. Strive, that the strike will accept a
wide range and turn into violence. Block roads, stop water, electric power, and
telecommunication feeding - in short, let orthodox Jews envy your successes.
Your trifles will be tens of automobiles are
burnt out and machine tools are broken (preferably to break robots' hands).
Losses from strike should be maximal. Take into account that in some branches
work has a seasonal nature. For this reason teachers should strike in winter,
during academic year, and agricultural workers - in summer, during harvesting.
Collisions with police during strikes should be natural and fierce.
Except
these concrete economic requirements it is necessary to make demands of the
general character, somehow: free-of-charge education (higher), free-of-charge
medical service, insurance, etc.
Here
it is necessary to notice, that conversations on a freedom of speech will
attract intelligentsia with your side, but the broad masses of workers should
be given something that it is possible to feel. For such persons I recommend
quite concrete things, such as the distribution (capture) of apartments and
lands, subsidies - grants, etc.
In
each country there were and there are the so-called « social problems». They
were in Ancient Greece and in Ancient Rome. In Athens masses first of all have
achieved political equality, and then began to clean the rich. In Rome the rich
came to a conclusion that it is better to give by them instead of waiting for
being cleaned. In Rome the gladiatorial fights and junkets were made, bread was
distributed. Today all governments prefer to follow the Roman way and distribute
apartments, grants and condoms to masses. The problem of the revolutionary is
to stimulate these demands and nail the government down to perform them. So you
will kill two birds with one stone: acquire the popularity from masses and
squander the money of the government.
At
the certain stage, having taken an advantage of the situation, it is necessary
to call masses not to pay taxes. For example, the government promised and has
not been as good as its word.
Explain
to masses even by the example of the first channel of the Israel TV as you, by
means of taxes, are plundered and where the ill-gotten wealth disappears. In
order that the government will not have an opportunity to arrest your money in
banks, you must withdraw it from banks and keep it under a floor and other
secret places. It will be one more impact on economy.
For
protection of the property of citizens withdrawn from banks organize the armed
squads (militia) in each area. Hand over all judicial functions to the armed
squads. Create «revolutionary tribunals» at them (there are details below).
Then these squads will seize power on places and become your support.
Trading
boycott and the stoppage of the economic help are very effective means of
disorder of economy and pressing the government. In the organization of trading
boycott your nearest assistants are journalists, especially foreign ones.
Organize the publication of damning articles against your (our) country in
foreign press. Accuse the government of all possible sins. These publications
should cause indignation of foreign peoples, and the foreign governments should
declare, that the authority in your (our) country is corruptive, reactionary, antihuman,
antidemocratic. These countries should stop the economic help and trading
communications.
If
in the country as a result of economic dislocation there is a famine, have
recourse to the foreign states with a touching call for help. The help should
go through your hands and first of all it should be directed to the maintenance
of your colleagues and fighters.
At
the second stage of struggle the destruction of economy should be in progress
by more effective means, somehow: sabotage, diversions, etc. Special groups
should undermine bridges, blow up power stations, communications and
everything, that it is only possible to burn out, blow up and destroy.
The
revolutionary is the one who can turn others into criminals. Like the conjurer
he leads everybody up the garden path and brings down the house. Before it has
already been told about «ideological struggle», and some examples have been
given as to achieve disorder of economy by fair and legal methods. Now it is
necessary to proceed a problem from "fair" methods to
"disgraceful". For example, here is a desertion. Let the image of Hose
from Z.Bize's opera "Carmen» be your symbol. The deserter and the
smuggler, but what fine arias he sings. And do you know Manon Lescaut that
bitch? What magnificent duets she is up
to together with the lover.
So,
workers should proceed to unwarranted capture of apartments and lands, a depredation
of property and banks. The problem of the revolutionary is not only to provoke,
but also give an ideological substantiation to depredations and crimes. Do not
speak about captures and depredations; name all this "expropriation".
The cultured person never tells rude words and does not write on a wall in a
public toilet.
The
time has come to proceed to the second stage! As I
have already mentioned, there is no precise limit between stages. The second
stage increases gradually. Deserters and expropriators
organize the armed groups for protection of their interests. These
groups are used to be up in arms against police stations and military camps for
booty of the weapon. These groups blow up bridges and power stations. Gradually
these groups are united in any "Democratic front of liberation of Lilliputian".
The more army is, the more problems are. I do not try to give the decision to
all these problems. If it is necessary, address any democratic government like
Cuban or Libyan. They will help you with pleasure by a piece of advice,
advisers and the weapon.
The
government has already matured and is ready to be crashed. The evidence signs
of that are the beginning of various councils and committees which by means of
leaflets, wall newspapers, and above all of terror dominate in regions. These
councils and committees organize REVOLUTIONARY TRIBUNALS. The tribunals instead
of the state courts render justice. They judge honorably and honestly, instead
of antinational laws.
Such
situation refers to a diarchy
though there can be three and multiple authority. Now your turn has
come. You address to people and accuse the government that it has plunged the
country into anarchy and chaos; you accuse the government of an impotence and
incapacity and declare it deposed. All power in the country passes into the
hands of "the Committee (it is possible Council) of folk salvation "
which you head!
As
the national leader you do not need my advice any more. Finally with your
permission I will give some useful pieces of advice:
I. Continue to undermine the national economy.
2. Read "Macbeth" by
Shakespeare.
3. Annihilate the population that did not join you.
Accuse former governors of cruelty and annihilation
of peaceful population.
4. Mobilize all men to your army to increase its
number.
5. Use widely mass repressions and terror. Let the
terror be real. Annihilate everyone, who
is not with you out of court and investigation. Anarchy is the mother of order!
As there is anarchy
in the country then there is no other means to introduce order
as soon as by means of mass repressions and terror.
Remember,
you have staked everything, and all this should be made a sacrifice to your
purpose. The purpose justifies means! If it is necessary to sacrifice -
sacrifice! Sacrifice people, territories and everything that serves as a
victim. Then, having sat on the throne, you will return everything. Do not
count victims in fight, but count survived. Appoint military commissioners
(with pistols) in each subdivision. These commissioners will be responsible for
discipline and fulfillment of your orders. Appoint emissaries (with
guillotines) in each region.
I
have finished giving advices. I do not have doubt, that having done everything
and having seized power, you have organized the capture of the Presidential
Palace and live in it.
My
last and the most important advice: HOW TO KEEP POWER. Read attentively all
from the very beginning up to the end. Do all quite the contrary! However, do
not be naive: everything that you could, reserve to yourself.

THE EPILOGUE
After
I have published this handbook, questions and remarks of readers poured in[L3]. I
have at once rejected such questions as «What do you publish it for?
Will there somebody be who uses your recommendations?».
I
answer:
- If I publish something, it
is for practical use, not for my works get dusty on library shelves. The value
of my works is in their practicality. As any scientist I am ready to publish my
work without thinking about the results of publication.
Here
is another malicious question: «Why don't you want yourself to realize the
recommendations?» I answer:
- My
recommendations are written in style of guide-book like «Rules of a good form»,
«How to use cosmetics?» or «Tasty and healthy food». Without doubt, it is
useful to the author preliminary to do everything that he recommends others.
However there is not always an opportunity and desire for this purpose. We
shall assume, that doctor Spock writes a guide-book concerning upbringing of
children. It is clear, that for this purpose he should give birth to them, then
bring them up and after that write the instructions. One may ask how to give
birth and when to write? And if write, when bring up? If listen to such
questions my guide-book will lose urgency and become useless like «Rules of a
good form».
Here
is another question: «How do you happen to know that? Did you dethrone anybody
yourself?»
It
is approximately, as well as the previous question.
I
answer:
No,
I am, as Doctor Spock, a pure theorist. I did not dethrone myself and did not
participate in the French revolution, even in beer putsch. But I studied Marxism
- Leninism very much and got good grades in this subject at the examinations.
My
admirers suggest me to continue my work, to deepen it, to modernize and to make
something in spirit of the encyclopedia. I liked such offers. I give the plan
of my future book in the form of chapters' headings.
Here

seizure of power is considered from other points of view.
I
invite all wishing to take part in teamwork to write the concrete chapter.
Readers can take the initiative and write something of their own.
So,
according to the plan the book is divided into chapters, dedicated to
overthrowing a government and seizing power depending on features and
specificity of the country, methods of realization, etc. The book should be
written by alive, figurative language, at the same time by exact and concrete,
as if the reader is explained how to cook
a delicious dish, - for example, schnitzel in
Viennese.
The
special charm of the guide-book should be in its influence. Just as, examining
the charms of any pretty girl in a book, you have a desire to kiss her, and in
this case, everyone who has read the guide-book, should burn with the desire to
overthrow any government. The reader should be captured by the dream: « Ah, as
though I could carry out a coup d'etat! »
I hope
that the script will be written subsequently and there will be the serial guide
which educational TV will show.
Below
I state the guide received by me by means of e-mail. Originally I have taken it
for a spam and wanted to delete. Having familiarized with it up to the end, I
have understood, that everything, that is written in it has serious character
and deserves rapt attention. Who has sent me this guide, I do not know. I only
wandered: how has it fallen in my hands, not having fallen into censorship's
clutches? It is: « The art of overthrowing governments». It is sent by any
"alquds" organization from the USA. Trying to read this word, I have
nearly had a real jawbreaker. I have made a search in the Internet and have
found a great many or them that I felt unwell. They were all in the Arabian
language. Probably, the authors have decided not to give out a place of their
whereabouts.
In
the foreword it is spoken:
« This guide originally was written in the Arabian
language. We have translated and published it in English. English is the most
common language in the world. The guide is secretly dispatched to persons who,
in our opinion, have a talent for subverting. First of all it
is for the President the USA Mr. Bush, and then to his helper Prime Minister of
the Great Britain Mr. Bler. You can pass it to your friends and good friends
who are kindly disposed towards antigovernment activity and can, in your
opinion, achieve much success in this walk of life. Those, to whom you do not
absolutely trust, send only the most important parts of the guide.
The overthrow of the government should become your
hobby, your cherished purpose. We wish our readers the success in their
activity.

It
seems to me, this guide is published by the religious organization of
anarchists which develops secret subversive activity against the whole world.
It is very likely that it is published by Qatari sheikhs to revenge Baghdad
thief Saddam Hussein. Or by Kurdish insurgents with the same purpose? But these
are my conjectures.
As
authors assure, they have checked the recommendations up. They act
trouble-free. They have already succeeded in overthrowing the dictator of Iraq
Saddam Hussein.
But
why was it sent to me? Really am I similar to Mr. Bush or Bler? It was ashamed,
and I have reddened. The fear has attacked me. I have already been clear in my
mind, as Senator McCarthy interrogates me in the Congress, and then in
Parliament. How to act? My thoughts were in a whirl. The desire to delete
everything has appeared again. Here I thought that the leadership had specially
sent it to me for testing of my political reliability, and I should inform the
police about it according to a duty of a citizen, who is devoted to the native
government with all his heart.
Then
I changed my mind: and if we have people, thirsting for overthrowing the
governments in other countries? So why don’t give them an opportunity to become
perfect proficient in this craft and to show their worth?
I
calmed down and even became proud. Mr.
Toni Bler has wonderful children, and Mr. Dzh. Bush has a beautiful dog devoted
to him!
THE ART OF
OVERTHROWING THE GOVERNMENT
The IMPOTENT is the
one, who is not able to finish the business started by him.

So,
here is one more way of overthrow the government. In what is a particular
feature of the new way in comparison with already described? Everything new, is
better than old. First of all the new way is suitable for those cases when the
dictatorship has already been established in the country. It dialectically
supplements with described. I mentioned that it is a lot of countries in which
dictators have already seized power. First of all it relates to the Arabian and
African countries. I have excluded these countries from the sphere of
revolutionary activity. The most extensive areas and opportunities for
revolutionaries, seemingly, have been lost. Modern methods of government allow excluding
this exception.
Here
is one more feature, you need not to be the citizen of that country in which
you want to overthrow the government and pose as the Jew or as the Arab.
The
suggested way is not connected with the risk for health and is absolutely
harmless and safe, fast and available to everyone. No demerits. Only merits. If
the reader remembers, the last way has consisted of two stages. Now there is no
need in it. Take the bull for horns at once and
bring it down.
All
that is required from you is a knack of keeping « ideological work » or more
shortly to provoke (to incite).
So,
after you have chosen this or that African country, concentrate all fire your
criticism on its governor. In your articles and speeches devoted to this
country, such expressions and epithets, somehow: venal (preferably
"corrupt), bloody, severe should appear in abundance. Tell how the usurper
has taken an eight-year-old girl from tribe Cucuja to wife. Having lived a week
with her he has eaten her. Do not forget all relatives of the dictator. His
uncle Bambaso is in command of army which trains on oppositional tribes. His
sons drive on expensive sorts of automobiles with cheap girls. Each nation is
worthy its governor.
Undoubtedly,
there will be such persons who will assert, that you interfere in the internal
affairs of the sovereign country. Do not lose your presence or mind and do not surrender.
Our Christian moral, is much higher than their Papuan one. Your criticism is
charitable affair.
One
can agree that sexual and bloody orgies are an internal business of each
country. While we do not look through a fence, it does not disturb us. It is
expedient to frighten. Assure, that terrorists from different countries have
combat training in army camps on the territory of this country and that «a
bloody regime» supports terrorist activity of such insurgent groups as "Mew-mew"
in Lilliputian and the Goat-Lycium » in
Gulliverian.
Tell
that in laboratories near the city of N. the bacteriological weapon is
developed, and near the city of M. - the chemical one. Describe suspicious
trips of young scientists of this country to China, Pakistan, Russia or Israel.
Choose from this list one of the most suitable countries. However all this is
still feebly and not enough for influence «the world community". Produce a
series of reporting from the area of volcano Caracatau. In these reporting
describe the extraction and processing of uranium. Workers die as flies from
cancer diseases. The most mysterious in reporting: where does the extracted
uranium 238 disappear? In the following reporting describe a mill on the river Potomac.
Under this mill the nuclear reactor is disguised. At underground factories in a
thickness of mountain the nuclear weapon is produced in the form of small
suitcases. On one fine day terrorists condemned men will carry these small suitcases through the
whole world.
You
should appeal to the heads of the leading countries to stop the threat to a
civilization and to overthrow the damned regime of the usurper. Emphasize in
your appeal, that reactors have already operated, and small suitcases wait,
when them will be carried.
I do
not doubt that your appeal will find understanding at such skilled politicians
as the president of the USA Mr. Bush and Prime-Minister of the Great Britain
Mr. Bler. Their special services will confirm the reliability of the data
stated by you and the danger which threatens the entire world from this African
country.
On one
fine day aircraft carriers from Lake Victoria will put a rocket impact on
palaces of the usurper and will suppress the antiaircraft defense of the
country. The nice 82 division will be landed at the airport of the capital. The
damned usurper will disappear with the family in jungle. The members of the
government will run away. His power will disgracefully end in such a way.

I
have stated the essence of my received recommendations in detail. If they are
clear to me, I hope they are especially clear to other readers. What is not
clear here? The USA will move only by one little finger and my enemy will fall
down from the throne, as Baghdad thief Saddam Hussein.
I do
not doubt that the reader liked the last way so much, that he is ready to ask
to me some more questions. The forum will not be. It's time to understand and
not to become similar to some governors who try to compensate the absence of
brains by training their muscles. I shall tell only one instructive case.
Passing
by a dump heap, I have paid attention to a cat who has thrusted the head in a
tin from under the condensed milk and could not get out of it. Sharp edges held
strong its head. I wanted to help the cat and have taken the tin. Sharp claws

I could give cleverer pieces of advice, for example, « How to struggle with impotence
». Unfortunately, similar sorts of advice are necessary for nobody. Nobody,
especially the leader, wants to admit the impotence.
